2025 marked a significant milestone year for PHC with the introduction of our CleanHood programme to schools – a strategic move to cultivate public cleanliness habits among our next generations.
PHC’s focus on developing student environmental cleanliness and hygiene champions aims to build a strong foundation comprising young leaders who will shape Singapore’s public cleanliness culture for years to come. Their ground-up initiatives will not only transform school environments, but will also inspire wider community action.
By integrating our PHC initiative with MOE’s Values-in-Action (VIA) programme, students can take the lead in KSC initiatives while gaining valuable leadership experience and contributing to their VIA hours.
Within one year of PHC launching CleanHood@Schools in April 2025, the programme successfully onboarded 230 schools nationwide – encompassing preschools, primary schools, secondary schools, and institutes of higher learning (IHLs). PHC’s CleanHood@Schools partners reached out to approximately 16,000 people – including students, parents, and residents – to promote KSC messages through diverse initiatives such as litter-picking activities, home-school partnerships, and deployment of PHC's tabletop games within their school communities.
Strengthened Engagement of Preschools in 2026
Building on this foundation, 2026 saw the launch of a comprehensive suite of educational resources specifically tailored for preschoolers. These resources included PHC’s 'Ash and the Supermons' storybook, along with activities featuring PHC’s KeepSGClean Supermons – all designed to deliver age-appropriate messaging on how young children can contribute to keeping Singapore clean.
The resources are designed for seamless integration into existing preschool curricula. Teachers can implement the materials immediately in their classrooms through ready-to-use, printable activities that require minimal preparation. This practical approach eliminates barriers, and encourages educators to make use of PHC’s educational materials.
PHC has also incorporated a home-school partnership component, which extends learning beyond the classroom. This holistic approach reinforces good cleanliness habits by engaging both educators and families in nurturing essential civic values from the earliest stages of child development.

Buddy Clean Workshop (only for Primary 3 or 4 cohort)
Keep Singapore Clean (KSC) Movement in Schools
The Keep Singapore Clean (KSC) movement in schools is a student-driven and school-supported effort where students take ownership of the cleanliness of their schools and the environment.
In line with the KSC movement in schools, a capacity building workshop titled ‘Buddy Clean Workshop’ was launched to inculcate positive social values and norms on public cleanliness amongst students.
The programme leverages peer influence and feedback to shape the behaviour of students. It also helps to foster shared responsibility and ownership of common spaces through regular cohort-wide cleaning.
An educational resource kit is available online for students, parents and teachers. It incorporates public cleanliness related information and educational materials collated from various sources.
Concept of the Buddy Clean Workshop (BCW)
The Public Hygiene Council (PHC) introduced the Buddy Clean Workshop (BCW) to primary schools in 2016, to provide a 3.5-hour capacity building workshop to equip teachers and students with the knowledge and skills to carry out routine cleaning activities independently.
In 2020, PHC additionally introduced education and training for students on the importance of keeping the school environment and public spaces clean, communications and listening skills, and teamwork. At the end of each workshop, students would discuss and reflect on their learnings, to help them internalise what they had learnt.
Expansion of Refreshed BCW with New Toilet Component
In March 2024, PHC worked in partnership with Clementi Primary School and Kong Hwa School to pilot a new toilet component in BCW. Selected groups of around 80 Primary 3 and 4 school students were engaged in the cleaning of their school toilets.
Between 1 April 2025 to 31 March 2026, fifteen primary schools participated in PHC's Buddy Clean Workshop, engaging more than 3,000 Primary 3 and Primary 4 students. Over 300 of these students took part in the new hands-on toilet cleaning component, where they learnt proper skills and techniques for maintaining toilet cleanliness.
BCW comprises three components and learning outcomes:
a) Introduction:
(i) Students are introduced to the consequences of littering and the need to keep their school environment clean.
(ii) Students undergo discussion on the role of cleaners, to develop empathy and respect for them.
b) Capacity Building:
(i) Students undergo activities to learn how to communicate effectively, listen actively, and work together as a team to keep the school environment clean.
(ii) Students learn various cleaning skills (e.g. how to sweep, mop) to conduct hands-on cleaning activities in school.
c) Discussion and Reflection:
(i) Students discuss their group’s performance and reflect on what they have learnt and areas for improvement.
In alignment with the Ministry of Education (MOE)’s Character and Citizenship Education (CCE) framework, BCW is an environmental based Values-In-Action programme targeting Primary 3 and 4 school students.
